Following the submission of application EFSA-GMO-RX-019 under Regulation (EC) No 1829/2003 fromCorteva Agriscience LLC represented by Corteva Agriscience Belgium B.V., the Panel on GeneticallyModified Organisms of the European Food Safety Authority was asked to deliver a scientific riskassessment on the data submitted in the context of the renewal of authorisation application for theinsect resistant genetically modified cotton 281-24-23693006-210-23, for food and feed uses,excluding cultivation within the European Union.

The GMO Panel assessed these data for possible newhazards, modified exposure or new scientific uncertainties identified during the authorisation periodand not previously assessed in the context of the original application. The GMO Panel concludes thatthere is no evidence in renewal application EFSA-GMO-RX-019 for new hazards, modified exposure orscientific uncertainties that would change the conclusions of the original risk assessment on cotton281-24-23693006-210-2.

Artikel 2: Erneuerung der Zulassung: Die Zulassung für das Inverkehrbringen folgender Erzeugnisse wird gemäß den in diesem Beschluss genannten Bedingungen erneuert:

"Based on the results of the agronomic, phenotypic and compositional analysis of samples from a representative range of environments, the EFSA GMO Panel concludes that no differences requiring further assessment with regard to safety were identified in the composition of cotton GHB614 x LLCotton25 except for the elevated level of gossypol in comparison with its onventional counterpart. The observed gossypol levels in cotton GHB614 x LLCotton25 were at the upper limit of ranges reported in literature. The elevated levels of gossypol were considered no t to pose concerns for human or animal safety. The EFSA GMO Panel, after considering all the data for cotton GHB614 x LLCotton25 and for the newly expressed proteins 2mEPSPS and PAT, is of the opinion that interactions impacting the food and feed safety of cotton GHB614 LLCotton25 are unlikely. The EFSA GMO Panel also concludes that cottonseed of GHB614 LLCotton25 is as nutritious as its conventional counterpart."

Der Berufungsausschuss hat keine Stellungnahme (05.06.2019) abgegeben. Somit musste die EU-Kommission entsprechend den Regularien die Entscheidung für eine Zulassung treffen.

The GMO Panel concludes that there is no evidence in the renewal application EFSA-GMORX-010 for new hazards, modified exposure or scientific uncertainties that would change the conclusions of the original risk assessment on LLCotton25.

MON531 for renewal of the authorisation for continued marketing of existingcottonseed oil, food additives, feed materials and feed additives produced from MON 531 cotton that were notified under Articles 8(1)(a), 8(1)(b) and 20(1)(b) of Regulation (EC) No 1829/2003 from Monsanto. "Cotton MON 531 was the subject of earlier safety assessments (ACNFP, 2002; SCP, 1998) and has been placed on the market on 1 January 1996 (as food additives, feed additives and feed materials) and on 19 December 2002 (as food). 

The results of the comparative analysis indicated that cotton MON 531 is compositionally, agronomically and phenotypically not different from its conventional counterpart and compositionally within the range observed among commercial varieties, except for the presence of newly expressed Cry1Ac and NPTII proteins. The safety of the Cry1Ac and NPTII proteins is supported by bioinformatics analysis and investigations on stability, digestibility and toxicity. The EFSA GMO Panel considers that cotton MON 531 assessed in this application is as safe and nutritious as its conventional counterpart, and that it is unlikely that the overall allergenicity of the whole plant is changed. 

In conclusion, the EFSA GMO Panel considers that information available for cotton MON 531 addresses the questions raised by the Member States and that cotton MON 531, as described in this application, is as safe as its conventional counterpart and is unlikely to have adverse effects on human and animal health and the environment in the context of its intended uses."
